SECAC is an acronym for Special Education Citizens' Advisory Committee in Baltimore City. SECAC is an advocacy committee established to develop and facilitate partnerships between parents, community members, disability organizations, educators, and administrators to enhance services and opportunities available to students with disabilities and/or special needs and to advocate for positive changes in special education in special education in the Baltimore city Pubic Schools.
